It is always best to check with local laws prior to doing any kind of street performing. Even if you are not required to have a permit letting the powers that be know that you are going to be performing in a certain area of your hometown is a good way to create a positive feeling towards your business from the authorities. One other thing you might do when approaching a festival or the like, is to make sure that you present exactly what you would like to do. If you are going to be making balloons and they have hired a balloon artist they are not going to want you to be at their event. If that happens take one of your other skills, juggling for instance, that you can perform on the street and do that instead.
